Team Cap:
Captain America
Captain America is all about freedom. How could he not be? He’s Captain America! A fact that makes his hesitance to accept, approve, and sign the Sokovia Accords entirely understandable. It would be a pretty weird universe where a man who is the face of freedom and independence is in support of a document that restricts such things and essentially creates an army of superhero-puppets that must by abide by government control and mandates. Steve Rogers is an individual who has always followed his gut and strongly believes in doing good simply to do good. He is one of few characters in the MCU that has ulterior motives for anything and consistently strives to do his best to help those around him. Couple that innate goodness with an unparalleled devotion to his best pal Bucky Barnes, an individual that the government is both literally and figuratively gunning for, and it’s no surprise that Steve would be in opposition to the Sokovia Accords and anyone who privately or publically supports them.
The Winter Soldier
Let’s be honest, assuming that final moments of The Winter Soldier were indicative of Barnes being more Bucky than Winter Soldier, there’s no way he would ever choose any side that Steve Rogers isn’t on. Bucky has spent much of his 90+ year life as a brainwashed puppet of Hydra, ready to comply and commit whatever awful deed was asked of him, so it’s likely that his post-Hydra life will be full of confusion, guilt, and an overwhelming amount of regret. Steve will essentially be his only tether to the life he lived prior to his transformation into the Winter Soldier, making it seem likely that Bucky will stick with Captain America, “’til the end of the line.”
Falcon
Falcon is to Captain America what Rhodey is to Iron Man. There is a clear bond between the two as well as a mutual respect that has aided them in the past. Much like Steve, Sam Wilson is a man who follows his gut and has a pretty clear sense of what’s right and wrong. Though his wings are certainly an asset, Sam’s greatest strength is his intuition and uncanny knack for immediately determining who to trust and what the morally right course of action is. He isn’t a blind follower, he’s a quick thinker who puts his faith in the people he believes in and willingly supports them when he knows innately that it’s the right thing to do. Sam is likely suspicious and wary of the amount of power stripped from some people and handed to others by the Sokovia Accords, meaning he naturally veers towards #TeamCap.
Scarlet Witch
As we left her, the Scarlet Witch was joining the Avengers and what is essentially their superhero academy/compound under the tutelage of Captain America and Black Widow. Having seen the way Steve manages to immediately gain the trust and respect from most of the people he interacts with, it can be assumed that, by the time CA:CW rolls around, Wanda will have grown quite fond of the First Avenger. To have someone like Captain America believe in you to the point where he sees you as a valuable friend and asset would be enough to sway most people to his side. That coupled with the fact that Wanda spent much of her life wary of government agencies after the deaths of her parents, and is likely still reeling from the death of her brother in Age of Ultron, makes it seem as though she’d be one of the last people interested in a government document that would essentially control everything about her.
Hawkeye
Hawkeye is a character whose loyalties are a bit trickier to make sense of because, even when he’s onscreen, his shtick has primarily been cracking sarcastic jokes and nonchalantly shooting arrows as though he has better things to do. This attitude makes Clint a character that could feasibly be up-for-grabs by anyone. He has such a, “shrug and keep going,” kind of personality that his picking-of-sides could honestly just come down to whoever asks for his help first. The thing about Civil War is that, neither side can be considered the villains, meaning Clint might honestly view the whole thing as an in-house scuffle that needs to be ended as soon as possible so he can get back to his ranch and family. While he’s most closely connected to Natasha, having gone through more together than anyone else, Clint also might feel protective of Wanda after her brother sacrificed his life to save him the last time the Avengers got together. This protectiveness could theoretically play a role in why Clint is #TeamCap, but honestly it seems more likely that Steve just managed to get to him first.
Ant-Man
Ant-Man is possibly the only individual on #TeamCap who really has no personal or political involvement. Scott is likely the Peter Parker of the team, who (assumingly) knows all about the Avengers and was just excited to be asked to help. It’s not surprising that Scott would be in the ranks with Steve considering the only other Avenger that he’s interacted with is Falcon. As far as we know, Scott hasn’t met anyone else in the MCU, meaning that no call would come for him from anyone other than Sam Wilson. It’s unlikely that he really has any sort of political agenda where this fight is concerned (though his connection to Hank Pym could mean he’s not a fan of rival Stark) so his involvement likely comes down to the fact that he was excited about being phoned by an Avenger.
Could Go Either Way: Agent 13 AKA Sharon Carter
Things get a bit trickier where Agent Carter (no not that Agent Carter) are concerned due to the fact that her personal feelings might not necessarily by symbiotic with her job requirements. Sharon got pretty close to Steve in The Winter Soldier, and many people saw more than a couple of sparks fly between the two during their interactions. Couple this with the fact that Sharon seems first and foremost loyal to her dear Aunt Peggy, who likely regaled her niece with stories of Steve’s heroism and general wonderfulness, and one would assume that she would be inclined to help out Captain America in whatever way she can. However, it’s important to note that Sharon works for the CIA and is therefore technically obligated to be on the side of the government where matters like the Sokovia Accords are concerned.
